Goga Gulordava Presents the 2025 Results of the State Internetization and Digital Support Programmes to the Parliament

Chairman of the Communications Commission Goga Gulordava spoke about the work carried out to advance internetization across the country and the results of ComCom’s Digital Support Programme while presenting the Commission’s 2025 activity report to the Parliament of Georgia.

According to Mr. Gulordava, under the state internetization programme Log-in Georgia, the geographic coverage and scale of both the construction and operation of optical infrastructure have increased significantly. Various types of telecommunications services are already operating on the infrastructure built by Open Net, enabling telecommunications operators to provide broadband services to consumers.

“The construction of the fibre-optic backbone has been completed in the municipalities of Chiatura, Sachkhere, Terjola, Tkibuli, Chkhorotsku, Khobi, Senaki, part of Tsalenjikha, and Zugdidi, covering a total of 575 km of fibre-optical infrastructure. Construction works are underway in the municipalities of Mestia, Zestafoni, Kharagauli, Sachkhere, Khashuri, Gori, Kareli, Kaspi, Dusheti, Mtskheta, Keda, Khelvachauri and Shuakhevi. Collectively, these works covered 1,050 km of backbone infrastructure and approximately 200 settlements,” the ComCom Chairman stated.

According to the report, by the end of 2025, the total volume of completed and ongoing works under the programme amounted to 3,000 km of infrastructure covering more than 420 settlements and approximately 260,000 residents. In addition, three new tenders for the construction of optical networks were announced in 2025 for the Khulo–Akhaltsikhe–Borjomi, Tsalka–Akhalkalaki–Akhaltsikhe, and Tbilisi–Marneuli–Tsalka routes.

As of 2025, 18 internet service providers and three mobile operators were already providing services using the Open Net infrastructure.

Goga Gulordava also spoke about the Digital Support Programme, the second component of Log-in Georgia, which is implemented directly by the Communications Commission. The programme aims to raise digital awareness among the residents of selected municipalities and in rural areas, promote purposeful use of the internet, and enhance the local population’s participation in the digital economy.

“In 2025, the Digital Support Programme covered 80 target villages and settlements in eight municipalities. More than 300 seminars were held, and 4,600 beneficiaries received training. According to the cumulative data from recent years, the programme has covered 300 villages and settlements in 20 target municipalities, with nearly 800 seminars held and more than 10,000 local beneficiaries trained — including students aged 14 and above, schoolteachers, persons with disabilities, local entrepreneurs, and temporarily unemployed citizens,” the ComCom Chairman stated.

According to the report, since 2022, ComCom has implemented the Digital Support Programme in 70% of the geographic area covered by optical infrastructure.
