ComCom Updates the Boundaries of Broadcasting Zones
The Communications Commission, based on an assessment of the current situation and challenges in the radio broadcasting sector, has decided to divide the territory of Georgia into 32 broadcasting zones. The relevant amendments were introduced to the 2006 Resolution on the Zonal Division of Local Broadcasting. Prior to adopting the amendments, the Commission held active consultations with the representatives of radio broadcasters. Taking into account the information and needs expressed by the industry, ComCom adopted the relevant decision, which will enable radio broadcasters to enter and operate in the market more easily and with lower costs. This, in turn, will facilitate the emergence of new entities in the radio broadcasting sector and promote greater competition within the market.
As part of the public administrative proceedings, the draft resolution was published on the official website of the Communications Commission starting from 31 December 2025. However, no comments or proposals were submitted by the stakeholders during the consultation period.
Under the decision of the Communications Commission, radio broadcasting reception will be available in the following 32 zones: Tbilisi; Kakheti – Alazani Valley, Tusheti; Kakheti – Dedoplistskaro; Mtskheta-Mtianeti – Tianeti; Mtskheta-Mtianeti – Dusheti, Magharoskhari; Mtskheta-Mtianeti – Pasanauri; Stepantsminda – Gudauri; Shida Kartli; Shida Kartli (non-controlled territory); Kvemo Kartli; Samtskhe-Javakheti – Borjomi; Samtskhe-Javakheti – Akhaltsikhe; Samtskhe-Javakheti – Akhalkalaki; Imereti – Kutaisi; Imereti – Sachkhere; Imereti – Martvili; Imereti – Tkibuli; Imereti – Rikoti; Racha – Ambrolauri; Racha – Oni; Lechkhumi–Kvemo Svaneti – Tsageri; Lechkhumi–Kvemo Svaneti – Lentekhi; Samegrelo – Zugdidi; Samegrelo – Senaki; Samegrelo – Chkhorotsku; Svaneti; Guria; Adjara – Batumi; Adjara – Keda; Adjara – Shuakhevi; Adjara – Khulo; Abkhazia.
In accordance with the legislation, a public opinion survey will be conducted based on the new zones, after which the Communications Commission will publish the updated available frequency resources and announce competitions for obtaining private terrestrial radio broadcasting licenses. Radio broadcasters whose license terms are expiring and who wish to obtain a radio broadcasting license again will also be eligible to participate in the competition.
