ComCom Publishes the First Pre-Election Media Monitoring Report

The Communications Commission has published the media monitoring report for the pre-election period of the 2025 municipal elections, which covers the period from 4 August to 4 September. A total of 51 broadcasters were quantitatively monitored during the reporting period. Within the framework of the monitoring process, the Commission monitored the following: pre-election advertising; pre-election debates; news and political shows; pre-election agitation; public opinion surveys and polls.
The monitoring covers the time allocated to political subjects, direct and indirect coverage, and gender. Direct time allocation assesses the cases where the electoral subject/candidate speaks directly/participates in the programme. Indirect time allocation analyses the time allocated by the broadcaster to the electoral subjects/candidates and their supporters. The monitoring results also provide information on gender, namely the total time allocated to female and male politicians on the news programmes of individual broadcasters.
In addition, the report includes monitoring of the coverage tone of 7 broadcasting channels, namely the Georgian Public Broadcaster, Adjara TV of the Georgian Public Broadcaster, Rustavi 2, Teleimedi, PosTV, TV Pirveli, and Formula. The tone of coverage is assessed as positive, neutral or negative. The monitoring of the aforementioned 7 channels was conducted during the prime time of 19:00 to 24:00.
Media monitoring of the 2025 municipal elections was carried out by specially selected individuals trained in accordance with international standards, along with ComCom staff.
