ComCom Issues Written Warnings to Teleimedi, POSTV, TV Pirveli and Formula for Violating Impartiality Principles

The Communications Commission has issued written warnings to Teleimedi, POSTV, TV Pirveli and Formula for violating the Law of Georgia on Broadcasting. Specifically, the monitoring activities carried out by the Commission in February–March of this year found that news programmes aired on these channels included instances where anchors and correspondents expressed personal opinions, thereby violating the legal requirements on impartiality and due accuracy in reporting facts.

In the case of Teleimedi, four violations were identified, where news anchors presented information based on personal opinions and attitudes. 

In the case of POSTV, seven violations were identified, involving breaches of the prohibition on expressing personal opinions in news programmes and the requirement to deliver fact-based information with due accuracy. 

TV Pirveli was found to have committed 18 violations, including cases where anchors and correspondents reported news based on personal opinions or attitudes, presented only one side of an issue, and failed to meet the standard of due accuracy. 

In the case of Formula, 20 violations were identified, mainly related to breaches of the principle of impartiality, particularly presenting the news based on personal opinions or attitudes. Additionally, violations of the requirement to ensure balance were recorded, where only one side of a story was presented. 

The Law of Georgia on Broadcasting prohibits broadcasters from airing news and certain socio-political programmes based on personal opinions or attitudes. Restrictions on expressing personal views in news programmes, along with requirements to ensure balance and due accuracy, serve to protect editorial independence and the rights of viewers, enabling them to receive objective and comprehensive information. 

Amendments to the Law of Georgia on Broadcasting entered into force on 1 April 2025. Until 1 June 2025, any cases of violations by broadcasters were reviewed by the Commission without applying the sanctions set out in the law. 

Due to the fact that no sanctions had been imposed on Teleimedi, POSTV, TV Pirveli and Formula for similar violations within the past year, the Communications Commission issued the broadcasters with written warnings.
