ComCom Issues a Written Warning to Journalists’ Union People’s Voice for Receiving Funding from a Foreign Power
The Communications Commission has issued a written warning to the radio broadcaster “Journalists’ Union People’s Voice” for violating the Law of Georgia on Broadcasting, and specifically for receiving funding from a foreign power.
The monitoring carried out by the Commission found that in the third quarter of 2025, the radio broadcaster “Journalists’ Union People’s Voice” collected revenues to the amount of GEL 32,541.60 from a legal entity founded in the United States—the National Endowment for Democracy (NED). The amount was received within the framework of a grant project and did not fall under the exceptions defined by Article 66¹(11) of the Law of Georgia on Broadcasting, such as commercial advertising, teleshopping, sponsorship, or product placement in a programme.
Under the law, it is prohibited for a broadcaster to receive direct or indirect funding from a foreign power. A foreign power includes, among others, a legal entity that is not established under the Georgian legislation. Since the National Endowment for Democracy (NED) is established in the United States, it qualifies as a foreign power, and the funds received from it constitute direct funding from a foreign power.
