ComCom Issues a Warning to Formula, Formula Multimedia and 3 Radio Stations, and Orders Them to Cease Receiving Funding from a Foreign Power

The Communications Commission has issued written warnings to the TV broadcasters Formula and Formula Multimedia, as well as the radio broadcasters Journalists' Union People’s Voice, Radio-TV Nori and Gamma System for violating the Law of Georgia on Broadcasting, and ordered them to cease receiving funding from a foreign power.
In the second quarter of 2025, Formula Multimedia LLC received GEL 1,336,675 from INFINITY CV GROUP CY LTD, a legal entity registered in Cyprus. During the same period, Formula received GEL 463,000 from Formula Multimedia.
The statistical reporting forms submitted by Formula and Formula Multimedia to the Communications Commission showed that the sum received by Formula from Formula Multimedia constituted a loan. In turn, the amount received by Formula Multimedia from INFINITY CV GROUP CY LTD also constituted a loan. The accounting forms further showed that apart from the funding received from INFINITY CV GROUP CY LTD, Formula Multimedia has no other significant revenues.
The broadcasters received the aforementioned funds after the amendment to the Georgian Law on Broadcasting of 1 April 2025 came into force, prohibiting direct or indirect funding of a broadcaster by a foreign power. The funds in question are not covered by the exceptions stipulated by the law (commercial advertising, teleshopping, sponsorship and product placement in programmes). Consequently, the Communications Commission issued a written warning to Formula and Formula Multimedia, and ordered them to cease receiving funding from INFINITY CV GROUP CY LTD.
The Commission issued Journalists' Union People’s Voice, Radio-TV Nori and Gamma System with a warning for the violation of the same law, and ordered them to cease receiving funding from a foreign power.
