ComCom and ITU Host a Meeting of the Digital Regulation Network Board

The Communications Commission, together with the International Telecommunication Union (ITU), hosted a meeting of the Digital Regulation Network (DRN) Board in Georgia. The purpose of the meeting was to discuss strategic tools in the areas of regulatory reform and investment analysis, as well as to share international best practices. The meeting was held in two parts: a high-level capacity-building seminar on the ITU’s strategic tools, and a session of the DRN Board. The event was opened with welcome remarks by ComCom member Ekaterine Imedadze and the Director of the ITU Office for Europe, Jaroslaw Ponder.

“We at the Communications Commission view participation in the DRN as an active institutional contribution to the global regulatory ecosystem. Within the DRN, and consequently within the framework of this event, the Commission also represents the Eastern Partnership Electronic Communications Regulators Network (EaPeReg). This ensures that the experience of Georgia and the wider region in areas such as market liberalisation, strengthening competition, encouraging investment, and digital inclusion is reflected in ITU’s global discussions and documents, including the Best Practice Guidelines of the Global Symposium for Regulators (GSR). Hosting the DRN Board meeting once again highlights Georgia’s leading role in the region and its digital vision to be a reliable partner in the international regulatory and telecommunications oversight space,” Ekaterine Imedadze stated.

During the event, Head of the ITU Regulatory and Market Environment Division, Ahmed Elraghy, delivered a presentation on ITU products and services from the perspective of ICT policy and regulatory development. He also introduced the Global Economic Model Study (GEMS) and explained how this methodology can be used to assess the economic impact of digital transformation.

The next presentation at the capacity-building seminar was delivered by the Head of ITU’s Future Networks and Spectrum Management Department, Walid Matlout, on the subject of Connectivity Planning Platform (CPP). The discussion focussed on how the regulatory authorities can use CPP to identify so-called “white zones” in order to support digital transformation and connectivity development in those areas.

The DRN Board meeting was attended by the following Board members: Member of the Communications Commission and representative of the Eastern Partnership Electronic Communications Regulators Network (EaPeReg), Ekaterine Imedadze; Deputy Governor of the Communications, Space and Technology Commission (CST) of Saudi Arabia and representative of the Arab Regulators Network (AREGNET), Omar Al Rejraj; Director General of the Agency for Regulation of Post and Electronic Communications (ARPCE) of the Republic of Congo and Chair of the Central African Telecommunications Regulators Assembly (ARTAC), Louis Marc Sakala; and Deputy Commissioner of the Office of the Commissioner of Electronic Communications and Postal Regulation and Chair of the European Mediterranean Regulators Group (EMERG), Petros Galides. In addition, Director of the ITU Telecommunication Development Bureau, Cosmas Zavazava, and representative of the Regional Technical Commission of Telecommunications (COMTELCA), Hector Lisagara, took part in the meeting remotely.

During the meeting, Board members reviewed the DRN activities and initiatives. They also discussed the updated Best Practice Guidelines (BPG) for the Global Symposium for Regulators 2026 (GSR-26) and the revised report of the Global Economic Model Study (GEMS).
