A Meeting between ComCom and RIPE NCC Discusses Georgia’s Potential as a Digital Hub
Member of the Communications Commission, Ekaterine Imedadze, together with ComCom staff, held a working meeting with Vahan Hovsepyan, Senior Public Policy Advisor for Central Asia and the Caucasus at the Regional Internet Registry for Europe, the Middle East, and Central Asia (RIPE NCC), and Alex Semenyaka, RIPE NCC’s Community Development Officer and Technical Advisor. The meeting focused on the cooperation between RIPE NCC and ComCom, analysis of internet connectivity among South Caucasus countries, and discussion of Georgia’s potential as a regional digital hub.
During the meeting, the guests delivered a presentation covering RIPE NCC’s analysis of internet connectivity and traffic exchange in the South Caucasus region, specifically examining data routing schemes between operators in Armenia, Azerbaijan, and Georgia. According to their findings, despite the well-developed cable infrastructure, the majority of traffic between these three countries leaves the region and is routed through European countries, which increases latency and reduces efficiency. At the same time, RIPE NCC representatives noted that data exchange between Georgian operators remains within the country.
The guests emphasised that Georgia has the potential to become a regional hub. In particular, they noted that the country could serve as a central communication and transit node in South Caucasus, especially given its strategic advantages such as geographic location, developed cable infrastructure, and other factors.
The parties also discussed future activities within the framework of the Memorandum of Understanding signed between RIPE NCC and ComCom in 2017.
RIPE NCC is the organisation responsible for managing IP address resources in Europe, the Middle East, and Central Asia. Its core functions include the allocation and administration of IP addresses (IPv4 and IPv6), the assignment and management of autonomous system numbers (ASNs), and the maintenance of the internet routing registry. RIPE NCC’s mission is to support the stable and secure operation of the internet, ensure transparent, fair, and efficient distribution of IP resources, and promote an open, multi-stakeholder governance model.
