Taking into consideration the experience of UNDP in the field of development of informational and communications technologies, in January 2004, on the initiative of the World Bank and the Georgian National Communications Commission, the UNDP and the Commission signed an agreement. On the basis of this agreement, the UNDP elaborated a draft of frame-document of development of informational and communications technologies in Georgia. This document determines the role, aims and tasks, strategy, policy of informational and communications technologies, as well as the importance and future perspectives of these technologies and those privileged tasks, which will encourage the development of an informational society in Georgia.

The elaboration process of the above-mentioned document is ended. The commentaries and recommendations of the Commission have been taken into consideration during the elaboration process of this document. The document has been printed in Georgian and English languages.
