Collaboration with the European Bank for Reconstruction and Development (EBRD)

Taking into consideration the great experience of the European countries, the European Commission and the European Bank of Reconstruction and Development attached a special importance to the regulating authority of the telecommunications field. The components essential for the development of effective regulatory mechanisms have been determined. In order to establish a contemporary regulatory base in the field of communications, “the Program Developing Georgian Communications Regulation” has begun in July 2000. The Program included the assistance of experts in telecommunications, economical and legal fields and relevant seminars. The experts theme included five main subjects: licensing, independence of the regulating commission, interconnection, tariff policy and universal service. A seminar was held within the project, for the members of the Commission, its employees and other interested persons. The lecturers presented the main aspects of tariff policy, interconnection and universal access and frame-recommendations for Georgia. These issues were also intensively discussed during the frequent meetings of the Commission’s employees and the team of foreigner experts.

With the assistance of the project of the European Bank of Reconstruction and Development, the Commission acquainted with the effective and contemporary mechanisms of regulation and the regime of regulation, as well as the conditions necessary to the introduction of these mechanisms and made a general view about them. The program is ended, but the Commission continues its active collaboration with the European Commission and the European Bank of Reconstruction and Development.

In order to better acquaint with the European model of regulation, future perspectives and problems, the Commission took part in the second annual European Congress on Regulation Policy of the telecommunications field (Brussels, Belgium, 19-20 November 2001). The congress included the issues on perspectives of union of the European regulating authorities, contemporary problems in tariffs field, local infrastructure and its competition, realization of the European Commission’s policy and the new market structure of the Central-Eastern Europe.
